Moses is pretty much the main face of Judaism. He led the Jews out of slavery in Egypt and founded their society. The Jews don't exactly believe Jesus was all that special.
Edit: Apparently the Law Giver (the one with the statue) was an orangutan. Also, he didn't seem to care for humans, which makes it unlikely that the Law Giver is Caesar.
