There's some stuff that was cut short or merely implied simply because WB wanted to keep this very PG. The director would prefer a PG-13 TMNT movie and there are a lot of hardcore TMNT fans who are really wanting to see an R-rated TMNT film despite how unrealistic the notion is.
The only way to get a higher rating for TMNT is for companies like WB to realize that TMNT is not only a toy-selling kid brand but a franchise that people who grew up on it still enjoys. Until that happens, I suggest hunting down comic books to get your violence fix.
