Apparently there was a scene in the script for Superman 2 where the bad guys would be shown across the world, near monuments and such, giving a speech to the people. Some guy wanted Mr. Thau, who was the effects guy or editor or something, to recreate this scene in CGI. He was seroius.

Eventually it became a running joke where people started saying the same thing in other places. Any movie with villains or CGI, someone would ask mr thau to create a cgi villains rule the world scene.
