This same senior officer, in what is obviously a bizarre coincidence, sends out a document attempting to focus the efforts of Gothams Finest on the Chechen Gang problem. If I were more inclined to silly hypotheticals, I would say that the Chechens are more of a fitting distraction from Maroni's crimes than a serious threat to the citizens of Gotham.
