Call it what you will, I'm not going to waste energy arguing about it. But your "one character" definition is flawed. Sinister Six project was a spin-off, for instance, despite not focusing on one main character from the movies.
First Class was derived from the existing X-Men films.
Whereas a reboot is
Continuity retained (although not without multiple errors, thanks Fox!), ie not a reboot.
In media, a spin-off is a radio program, television program, video game, film, or any narrative work, derived from one or more already existing works
