I don't think it is legally copyrighted if you post it, or send it in the mail. The point, I believe, is that if a dispute comes up, a person can prove that the created the material/character is indeed his or hers. I really don't think it is copyrighted though.
The mail thing is called a poor man's copyright. It's not so much as officially copyrighted, but it gives you proof that you created the subject before another person did, should you find that your work was copied by that someone else.
