Parks and Recreation really has risen above all other shows as the most consistently excellent sitcom on television. Last night was great. There were so many different stories going on, but they were all handled so well, and they all had really funny moments.

Or do they appear in later episodes?

I was eagerly awaiting them myself, but I suspect the town merger will be the major plot arc of the season, so they will be in a future episode. I think some discussions of redundant employees will be in order ...

Yeah, that's about right.

I've never been able to understand why this show isn't doing better. Do most Americans just leave their TVs on CBS 24/7? (Minus the half-hour for Modern Family on ABC.) Parks and Recreation is way more accessible than Community, but not overly broad or easy, and...oh, I may have found the problem.
