My dad was a commanding officer in the U.S Army. Him and I had this exact conversation. Hummers have bullet resistant tires but they are still able to be shot out. There is no such thing as a bullet PROOF tire.
And at fifty miles an hour if Batman is say following a truck with criminals say carrying heavy arms along with them, you don't have to be an accurate shot to blow a tire out with an sub machine gun. If you send 30 rounds at the front of the car, bullet resistant or not, it will puncture a tire.
