yea he was likely vandal alot of us fans think so, and in a way he practically is just not in name. Which if cain ever did show up again he could be called that. They probably wanted to call him savage but at the time there was probably rights issue.

I agree jeff east, and either superboy(live action show) show pop in before the series is up.

Well according to The Official Companion Season 7 book I think one of the producers say that he was supposed to be Vandal Savage, but they couldn't get the rights to the name. What about using Tim Daly(SM, S:TAS), Dana Delany(Lois) , Clancy Brown(Lex) or George Newbern(SM, JL/JLU)? Aside from budget and schedual reasons I see no reason not to give a shout out to S:TAS. And Michael Ironside(Sam Lane) also vocied Darkseid in S:TAS and JL/JLU.
