What if we do not see who he is til the end and it is revealed to be Harvey Dent? Feeling he isn't getting enough done as a DA and wants to take it to Batman's level... could set him up for the third movie as already having lived in the world of freaks/superheroes.
Not saying I want this, mind you, just that it could be a way the Nolan's (with their incesant trickery) might be going...

Well it's original. I expect his career will be moving along swimmingly for a while, the frustration at the system will emerge later. Looks like he has a wide public mandate for taking overzealous measures to begin with. He convinces the Mayor to put his neck out by putting basically the whole of the Gotham underworld in jail, then it backfires. By that time everythings crashing down.

We've already seen pictures of at least two "wannabe" Batmen on-set. Neither of them is Aaron Eckhart and neither of them even looks remotely like him (as a stunt double obviously would).

This is hardly the biggest reason why your theory is almost certainly wrong, but it definitely supports the conclusion that you're wrong. Just wanted to toss that out there.

This wannabe Batman isn't going to be as integral to the plot as you are suggesting. Not to mention, it's a ****ty idea.

And dont forget that casting sides went out for these parts. Why would they put out casting sides for the fake Batmen (there are more than one), if they already had Eckhart playing Dent?

I don't usually assume, but my thought would be that those are stuntmen or stand-ins etc. I don't think that the copy-cat vigilante will be a replica of Batman, rather a completely separate identity all together.

I don't know which, if any, is the vigilante, they're probably all stunt men for someone. A vigilante is in the scene though according to the reports people gave

The second picture from the left is the only that has caught my curiousity since there chest doesn't appear to resemble either of the Batsuits. And forgive since I don't know what Reeves looks like, but the guy in that picture has too dark a complexion to be a double for Bale.

The first pic on the left could be another vigilante, but it could also very well be Batman without cape and cowl in between takes, hell it looks like it might actually be Bale from behind. The last two are likely Bale or his stunt double and then Bale with his stunt double.
