(Reuters) - A member of the grand jury that declined to indict the white Missouri police officer who fatally shot an unarmed black 18-year-old sued the prosecutor in the case on Monday, criticizing the way evidence was presented to grand jurors and seeking court permission to speak publicly about the way the case was handled.

The lawsuit was filed in federal court in St. Louis against St. Louis County prosecutor Robert McCulloch by the grand juror, whose name was withheld and was referred to as "Grand Juror Doe."

Manipulation of the system. Didn't want the indictment, admittedly put up people he knew were lying to lie.
 
But when we bring up theories of conspiracy we're just trying to play the race card. I wonder how this will turn out.
 
The trial run of body cameras on Met Police in London will be expanded to all armed response officers in the next few weeks.

I think this may be good.

I know in the U.S there has been a number of incidents of officers shooting suspects because they said they went for their gun. A body cam might help clear that up a little although I imagine any struggle with police isn't going to be clearly caught by a body camera.

I watched the Martin Luther King movie Selma which featured the unarmed killing of Civil rights activist Jimmie Lee Jackson by Alabama State Trooper James Bonard Fowler in 1965 which lead to the Voting Rights act.

Alabama State Trooper James Bonard Fowler said Lee Jackson was going for his gun. Fowler wasn't even charged until 2007 for murder. In 2010 he pleaded guilty to manslaughter. He was sentenced to six months in prison.

Justice Department Won't File Civil Rights Charges Against Darren Wilson

On Wednesday, the Justice Department released two reports: One detailing the ways in which the Ferguson police department has been demonstrably racist over the past two years, and another explaining why federal civil rights charges will not be pursued against Darren Wilson, the police officer who killed Michael Brown in August.

The Washington Post reports that the DOJ found that there was "no evidence upon which prosecutors can rely to disprove Wilson's stated subjective belief that he feared for his safety" and that Wilson's killing of Brown did "not constitute a prosecutable violation."

The second report—details from which were reported yesterday—revealed that black people accounted for 93 percent of all arrests in Ferguson from 2012 to 2014, plus 88 percent of cases in which the police used force, 85 percent of traffic stops, and 90 percent of all citations.

The report includes several horrific examples of police brutality:

The DOJ also uncovered seven racist emails written by Ferguson officials and police officers, including one which said President Obama would not stay in office for long because "what black man holds a steady job for four years" and another that described black women having abortions as a way to lower crime rates.

"As detailed in our report, this investigation found a community that was deeply polarized, and where deep distrust and hostility often characterized interactions between police and area residents," Attorney General Eric H. Holder Jr. said, according to the Washington Post. "Our investigation showed that Ferguson police officers routinely violate the Fourth Amendment in stopping people without reasonable suspicion, arresting them without probable cause, and using unreasonable force against them."

State Judge to Take Over Ferguson Cases After Damning DOJ Report

On Monday, the Supreme Court of Missouri announced that all of Ferguson's current municipal cases will be transferred to a state appeals judge in order to "help restore public trust and confidence," the Associated Press reports.

The move comes in the wake of last week's scathing Justice Department report which, among other troubling revelations, concluded that the Ferguson court was "constitutionally deficient" and acted "not with the primary goal of administering justice or protecting the rights of the accused, but of maximizing revenue."

According to today's announcement, the reassignment will begin next Monday and remain in effect until the state supreme court orders otherwise.

Arguing that "extraordinary action" was needed, Chief Justice Mary R. Russell said Judge Roy L. Richter of the Missouri Court of Appeals will bring "a fresh, disinterested perspective to this court's practices and he is able and willing to implement needed reforms."

In its report, the Department of Justice outlined a number of alarming practices Ferguson's municipal court used to "advance the city's financial interests." From the St. Louis Post-Dispatch:

The report said the city set defendants up to fail by requiring them to appear at a specific place and time to pay citations. Ferguson police officers frequently provided wrong information about when to appear in court, and the in-person appearance requirement "imposes particular difficulties on low-wage workers, single parents and those with limited access to reliable transportation."​

I'm hoping they just get rid of the whole department and start fresh. Its too late for any of the people Ferguson PD touched but it can prevent future "incidents" like this.
 
Ferguson's Chief Executive Resigns

Ferguson City Manager John Shaw, named by the Justice Department as one of the men responsible for the city's troubling policing practices in its damning civil rights report, has resigned, The New York Times reports.

According to NBC News, Ferguson's City Council unanimously approved a "mutual separation agreement" with Shaw Tuesday night.

"The City Council and John Shaw feel this is the appropriate time to move forward as we begin our search for a new city manager," Ferguson Mayor James Knowles III said in a statement.

Hired by Ferguson in 2007, Shaw served as the city's chief executive, putting him in charge of the courts and police force said by the Department of Justice to have practiced "intentional discrimination, as demonstrated by direct evidence of racial bias and stereotyping about African Americans by certain Ferguson police and municipal court officials."

Just yesterday, Ferguson Municipal Judge Ronald Brockmeyer resigned from his position and the Supreme Court of Missouri announced that all of city's current cases were being transferred to a state appeals judge.

Shaw has released a resignation letter, saying, in part, "I must state clearly that my office has never instructed the police department to target African Americans, nor falsify charges to administer fines, nor heap abuses on the backs of the poor."

FERGUSON, Mo. (AP) — Two officers were shot in front of the Ferguson Police Department early Thursday, authorities said, as demonstrators gathered after the city's police chief resigned in the wake of a scathing Justice Department report alleging bias in the police department and court.

A 32-year-old officer from nearby Webster Groves was shot in the face and a 41-year-old officer from St. Louis County was shot in the shoulder, St. Louis County Police Chief Jon Belmar said at a news conference. Both were taken to a hospital, where Belmar said they were conscious. He said he did not have further details about their conditions but described their injuries as "serious."
 
Hopefully they're found out and brought to justice.
 
Ferguson Police Chief Resigns

Police Chief Thomas Jackson resigned yesterday from the Ferguson Police Department, according to the St. Louis Post-Dispatch. Jackson's resignation comes one day after the city's chief executive quit and a week after the DOJ released a report exposing the police department as deeply racist.

"It is with profound sadness that I am announcing I am stepping down from my position as chief of police for the city of Ferguson Missouri," Jackson said in his resignation letter, which was obtained but the Post-Dispatch. "It has been an honor and a privilege to serve this great city and to serve with all of you. I will continue to assist the city in anyway I can in my capacity as private citizen."

The city released a statement confirming the resignation, which was described as a "mutual decision." Jackson will receive severance pay and health insurance for one year.

Two police officers, a municipal judge, and a court clerk also lost their jobs following the release of the DOJ's report, which was prompted by Officer Darren Wilson's killing of Michael Brown in August.

Since the Department of Justice had discussed dismantling the Ferguson PD, I figure they offered them the option to resign rather than be outright fired.

I can't wait to see the book-turn-movie where Cuba Gooding Jr. plays Michael Brown and they reshoot the surveillance footage of him bullying a store clerk after stealing cigars.
