That's what I've been trying to explain to everyone. The next movie just can't just pick up with brand new people. It simply wouldn't sell to the general public. That's why I think it would work with the remaining main cast. But with most of the other X3 brotherhood mutants & cured mutants gone, you can bring in fewer new characters (Gambit, Havok, Apocalypse, Sinister, Arcangel, Dark Beast, etc.) to start a new story, or continue on what happened in X3.

Magneto at the institute, teaching young children how to use their powers and to think, but his philosophy wouldn't fit too well. He did have a very strong respect for Charles though, and with him being "cured" maybe it would be enough to have him question his believes for awhile. His powers haven't come close to returning to their full strength but they are returning.
The other reason why I bring up Magneto raising & training the kids at the institute is because it could lead into the Age of Apocalypse. And like I said, bringing in Apocalypse as a wealthy business man owning a global Bio-genetics company, and having Sinister as his Chief Science advisor, it CAN WORK. You'd just have to build a story around that premise.
Here's another idea for X4:
1) As a favor to his father to check out the "competition", Angel can secretly investigate Apocalypse's company and get captured by Sinister, and turned into Arcangel.
2) Meanwhile, in taking over as a surrogate mentor and teacher to the X-Men, Magneto is still causing tension with the older, main students.
3) Xaivier is still adapting to his new body on Muir island with Moira, but sees that Magneto is sorry for his past actions, and approves of him teaching some of the students for now. Although, the students are still weary of Magneto's actions.
4) As a favor to Xaivier, and seeing the fine work they're doing to help mutants on Muir island, Banshee and Emma Frost could also be (introduced &) sent to the institute to help train some of the younger upcoming students (Cannonball, Husk, Synch, Skin, Sunspot, Jubilee, M).
5) Beast goes to Apocalypse's company to see what happened to Angel, and is captured himself. Subsequently turned into Dark Beast.
I'm not sure how the other horsemen could be worked in, but Apocalypse's
plan could be revealed sometime towards the end, starting up a new set of sequels.
