Probably. But given the name recognition of the actress (or lack thereof) and the way we’re finding out about this (no press release), I doubt the role is big enough to even really be considered a missed opportunity for representation.

Is this a recently-introduced Batman villain? Never heard of them before, but sounds like the sort of villain that Gotham would have used, considering that show used C-list villains like Flamingo of all characters.

She's an indian woman who can split herself into two, one staying as the normal Jania Hudson, the other as a white skin white hair'd criminal version of her name White Rabbit.

James Gunn isn’t a dummy. There most likely will be two actresses portraying this character as by the description above.

Yeah. She was introduced in Batman: The Dark Knight (Volume 2) # 1. That's pretty much the only thing I remember her from.

I’m not disputing what you’re saying. I’m only familiar with the description I’m reading about.

Once the duplication takes place, Jaina and White Rabbit become completely separate individuals, with their own personalities and opinions.

But it looks like in this James Gunn version he’s going to cast two separate actresses instead of doing makeup/CGI to turn her lighter.
 
She could easily just not have albinism here. An Indian woman using “her white side” to commit crimes sounds very comic book absurd.
 
It does, but I do think casting a white actress as an Indian character is completely indefensible. No matter how dumb the core concept. It's just nothing that should be humoured or tolerated regardless of context.

I mean yes and no. Hardly the first character white washed but it only really moves the needle (i.e. a bad look) if people know who it is. I am not saying that it's right but it is definitely true.

So, basically the Mauler twins from Invincible?

That has the potential for some pretty hilarious back and forth antics.
