people keep on saying that they are a bunch of C and D characters in the script, which is partially true. What I don't like is like how Merlyn gets grouped into those categories as well, when he is more of a B character, and a good nemesis for Green Arrow.
Agreed, there is defintely more they could do with Merlyn. I feel like there could have been a little more exposition between Merlyn's ambiguous entrance and when he comes face to face with Ollie in the prison.
if they do a rewrite, they need to give Ollie more of a personality. Whatever made he well liked in the comics is almost not present in the script. (Cynical/political/etc)

Honestly I feel that Green Arrow is kinda wasted in a Super Max film.
I mean Oliver's origin story is pretty unique compared to your typical Superhero and I think the character would be better served with an island origin story. Imagine Castaway meets Batman Begins.
Now if you want to use another B, C or D hero, like Wildcat or Mister Terrific or Congo Bill or, hell, Lobo go right ahead.

A lot of movies spend many years in development before they get made. Daredevil was in development for about a decade before it finally hit screens, the same goes for a lot of other superhero films.This movie isn't getting made. They've been kicking it around for years and don't want to commit to it.
