Task bar Won't Show, Programs Can't Run?

Huge problem. When I start Windows and sign on asthe administrator the taskbar doesn't show up and I can't run any programs because I get an error message that says: "Not enough quota is avaliable to process command". Also I cant open files from in the Control Panel.

I tried looking in the C drive but no files were there at all. Help.

By the way I'm running windows xp on a Dell XPS 400
