I think riots are generally not considered terrorism, I think pretty consistently there's a sector who fume that they're about the about the worst thing ever but usually that sector is considered pretty strong opposite extreme, they are considered bad and unacceptable but still far from worst thing ever or to be treated as worst thing ever.
