Silver Surfer has such a low fan base that it wouldn't matter what hot director was attached to it.

what does that matter? Most people that go to see these films probably haven't read a comic book anyway. I'm sure the studio would want someone that would make a good film. They would want to attach the right director just to make a good film wouldn't they?
This is all kind of moot anyway since it seems like SS is going to be in the next FF movie rather than his own film.
