I have the PC version. I don't know if it has bot support for multiplayer. But it's worth checking out.

I didn't get any car chase. I'm almost through the last Instant Action map, I did the bonus mission where you save the guy who was booby trapped with C4, and I played through the campaign. No car chase. NO CAR CHASE!

My PC isn't good enough to handle it. When I get a 360, I'll grab a copy of FEAR
