Yeah, it would seem like it's the first time. Kinda makes it feel more real. In Batman Returns at the end before he takes his mask off, he has the black make-up around the eyes, and when he takes the mask off, the make-up is mysteriously gone. Kind of an odd scene, didn't look right.
 
The makeup is never meant to actually be there in the reality of the film. A problem with these masks is that the only visible thing underneath are the eyes. The eyes are used to convey emotion for the closeups. Having the flesh underneath being seen actually destroys the effect. So to focus on the eyes the put in the black makeup. If you want, assume batman had a thin layer that covered the eyes.
 
I hope this is as BIG as BURTON's BATMAN, it should, looks F'ing sweet!!! ; )

I guess this would make a good point except for the fact that there has been an EXTREMELY large number of movies made about mask wearing comic book characters with NO eye makeup underneath the mask that thay wear in the film.

That is, if we're counting a masked rich playboy with no superpowers but an arsenal of gadgets, a secret lair, black sleek mode of transportation, and an animal theme/totem, as a "superhero"?

At least in Kick-Ass we actually see Big Daddy apply the black eye paint.

The BR moment you mention is a jarring scene, especially taking away from the drama. But I think green eye-makeup for TGH will look rather odd.
