Alright, I've managed to get it paused on that exact scene. I also let it run over and over again, just to see if I could get a closer look. It isn't him. There's a slight resemblence from the way he's dressed, all I can see is his skin is very pale. I can't exactly tell what color hair he has, but it doesn't look anything like that of Joker's green hair. But I see what Keyser was saying, he does indeed appear to be wearing a jacket. I still don't think it's him, I mean could he be there just for his mentioning by Gordan toward the end?

(Joe Kerr = JOKER) Now, could they use this later on to have it been Joker all along who gave the card to the police, leading them on a wild goose chase of some sorts. Teasing them, and that's all part of the joke?

I assumed that was just an homage to the comics, like an inside joke of sorts. I doubt it really meant anything, since it was so insignificant you'd have to pause the movie to notice it. Perhaps though, I guess it is possible.
