Johns was never really into applying super-speed in interesting ways as much as Waid and Morrison were, so I could see him abolishing the Speed Force (again) and just limiting Barry and Wally to moving fast again. I for some reason got the impression he was. I think I read an interview where Johns said something along the lines of exploring what "speed" really was.
