Ive never really seen the Legion as having one set leader....it always had a 'rule by committee' feel to me

Cos was firmly the leader in the first few arcs of the Threeboot version. Then Supergirl took over, then Lightning Lad. Meanwhile, Brainy was basically doing whatever he wanted because he was ten steps ahead of everyone else (although he still wasn't as much of a dick about it as Johns depicts him in Lo3W).

Either way, the kids are being handled differently enough that I think it's fairly unique in each instance.

Handled differently would be one kid with or without powers. Wally is not in that position at all. They're the Tornado Twins 2.0.

Well, they're being handled differently in that Wally is raising his kids while Barry didn't even know the Tornado Twins existed until they were adults. It seems like you're getting hung up on this one tiny little point that they both happen to have had twins, to the exclusion of the larger narrative function the twins serve in each Flash's case.

But to each his own, I guess.
