I love Captain Cold. He's one of my favorite Flash villains. I also think Grodd is up there, though. My list would probably be something like Cold > Mirror Master > Grodd > Zoom > everybody else.

I would say that the Rouges being more complex characters allow the Flash to have the best Rogues Gallery in comics. Captain Cold and the Rogues banding together and having a specific set of rules such as strict rules on killing (no killing unless you have to and absolutely under no circumstances no killing of women, children, superheroes, or family members of superheroes), no drugs, no unnecessary cruelty (such as punishing Trickster when he made snuff films regarding animal cruelty and tried to sell them), etc. along with having a sense of honor (like sending Elongated Man flowers after the news that Sue Dibny died) and looking out for each other make the Rogues far more than just boring small time thugs.
