That's called a rendering, and the technique is taught to drafting students. The line work is traced and then the rendering is done with Prisma color pencils usually. It's accurate because it's traced. I agree that the rendering job is incredible though, I alwasy had such a heavy hand that my highlights and shadows would get blurry.
