well..... it was created in the US i believe... so not sure why the publishers decided to change his name... so im just going to chalk it up to symantics... much like Harry Potter and the "philosopher/sorcerer's" stone was...

I thought that, but I was too lazy to Google him when you said he was American so I was just assuming you were right.

Probably only because that is how you've grown up with him. I can't think of anyone else called Waldo (I'm sure you'll prove me wrong). At least Wally is short for Wallace (I think).
