What's that one from?

It's from the Christmas issue of the Haunted Knight graphic novel. Each issue was a story centered on a villain over a holiday. It was before Long Halloween and Dark Victory.

I would. It's been a while since I last read it, but I would. It's completely different to TLH and DV, as it hasn't got a running narrative through all the books, but I enjoyed it. if you're a fan of Loeb and Sale's Batman, then you should check it out.

I'm guessing that's over in the United Arab Emirates? They're all about fantastical, crazy architecture over there, aren't they?
 
It's the Marina Bay Sands in Singapore.

It looks like a ship on the top, but it's actually a massive terrace/park/garden. The curved front gives it the ship appearance.
