I watched a fair amount of early Power Ranger episodes. But this is how each episode ran:

Let's turn into Power Rangers and fight it.

Oh no, he's become bigger.

Let's call for our zords.

Okay, let's form Megazord.

Their zords didn't normally do s'. At least the lions tried to attack a Robeast before they formed Voltron.
