I do not think Shocker will be in it. It will either be Gobby or Ock for that last spot.

I really would like Shocker to come back with his classic costume and powerset, if not as a member of the S6 then maybe as an escaped criminal Spidey takes down early. I think Molina reprising Ock is very likely if they ask him, he's always been incredibly open to that.

Shocker as an escaped criminal who builds his own suit is essentially his origin. I'd be all for that.
