Captain America: Skull and Bones (Make the villains Red Skull and Crossbones)

If they wanted to grab the attention of us fans.

or

Captain America: Civil War

I think they should adapt the Truth storyline. Not only could it make for compelling cinema, it also opens the possibility for new characters down the road--I'm thinkin specifically of a Young Avengers-type storyline as a progression/intermission for the big name Avengers. Make it part of the evolution.

Obviously, there's danger in going back to the past for the emotional foundation of all of Steve's stories but I think it has potential.

Simple. The government tried to create another Captain America at some point, but didn't have the exact Erskine formula (only he knew it and he's dead). Something went wrong and the guy went insane. It's not that hard to do.

It was, but honestly, not hard to retro fit that into a Cap solo instead of an Avengers story. Cap has like, a mini-Avengers team in his series to play off of. Keep Falcon, Widow, and Winter Soldier. Maybe add Hawkeye and maybe even US Agent into the mix (I love John Walker!), and focus the same story around them!

TIH pretty much already covered the whole idea of the villain taking the Super Soldier Serum and going mad. Although, I can see how it can work again.
