Is he the strongest member of the Marvel Universe (616, Ultimate or otherwise)?
I know he could (and has) beat Colossus, but what about Hulk and Thor?

Thor got around that particular problem by using Mjolnir to absorb the energy tying Jugs to Cyttorak once, however. Thor looked like he was beating Jugs once Jugs was no longer invincible, but he had to recall Mjolnir to his hand before his sixty seconds was up, so he just teleported Jugs away again. Theoretically, if Thor didn't have the sixty-second time limit, he'd easily beat the Juggernaut with that trick. Of course, most fights probably wouldn't go like that, just like most Silver Surfer/Hulk fights wouldn't involve the Surfer simply draining the Hulk's gamma energy because, although it's the most intelligent and expedient way for the fight to end, it's not that exciting.
The Hulk, on the other hand, would probably lose to the Juggernaut more often than not. He can't absorb magic energy like Thor, so he'd have to rely on just getting really, really, really pissed, to the point that his physical strength illogically starts breaking the rules of physics again. He'd probably be able to hurt the Juggernaut despite Jugs' magic invincibility then.
