The machine to give air to Mars, why did the aliens build it?

If the aliens built the machine because they needed air why didn't they use the machine?

And if the aliens didn't need air why build the machine in the first place?

Here's a quick theory:

The aliens sent the machines to Mars to get it ready for colonization. But the colony never arrived, because.... plague?

It doesn't have to make sense because it was all written by Rekall so that their customers can live out an action movie in their mind.

1) it was a quick fix terraforming machine sent ahead of a colonizing ship that never arrived.

2) it was going to be used when the Earther apemen were brought there as slaves....but the apemen over threw their Martian overloards to be on our planet and the plans were abandoned.

3) since Mars's gravity won't hold the oxygen molecues around the planet, the whole idea was finally seen as a bust and the Martian accountants had it shutdown and the finances directed towards a better planetary project such as the Doorway to Any Damn Where We Want Project.

4)building a giant oxygen producing machine is easy....paying the electric bill for it isn't.
