Most likely, he has a horrible skin condition of the foot, like dyshidrotic excema, that is exacerbated by the heat and moisture of wearing shoes, so the dermatologist or podiatrist told him to wear shoes that allow the feet to breath.
Regardless, he should just stay home until his feet look human, so he's still a freak ass**** for putting the public through that.
