vBulletin Queation For An Admin

I've recently been promoted to Admin at another forum and one of the jobs I now have is to revamp the site a bit. We're wanting to put some small banner ads at the top of every page. I'm reading a vBulletin book but I can't find it. Any Admin here who might know, if you could help me out a bit, that would be greatly appreciated!
