I don't know if anyone has read Dark reign new nation files, but in it they have files any various villains and try to determine if they would be useful allies or pawns of the Cabal or if they are dangerous enemies that need to be wiped out.
Putting aside the villains that already work for Osborn, which villains would make useful allies or even pawns for this Cabal? Also which villains would be most likely to oppose the cabal and which of those would be the most dangerous?
