I won't knock the character designs of the 80's Spidey shows, as they were based on John Romita Sr. himself. That said, the animation budget for those shows were not high; some of the TMS episodes looked fine, but the rest didn't. The 90's cartoon had an increasingly shrinking animation budget every season and after about the middle of Season 2 or 3 they started relying more and more on snappy editing and repeat footage. Lord knows I can't count how many times I had to see repeat footage of Scorpion's debut episode used every time he reappeared.
Character designs that are too detailed and complicated are harder to animate well on a TV budget. BATMAN: THE ANIMATED SERIES and subsequent Bruce Timm DC shows realized this and used simplier designs. I commended SPECTACULAR SPIDER-MAN for doing so. Spidey has to be able to move fluidly. The animation quality for SS-M was often stunning, beyond an occasional error or two (such as vanishing and reappearing nail polish on some heroines).
I hear the show has played very well on Canada's TELETOON in terms of ratings. We should hopefully hear some news at the Con coming up next week, and definitely any word by September. If we haven't heard anything positive about the show before October, that would be cause to especially worry. After all, WOLVERINE AND THE X-MEN was renewed mostly because it played well overseas, such as in Canada and Latin America, before it's U.S. debut.
