World Was this sequence from S:II filmed by R. Donner?

The opening where the super villians are on the moon with the astonauts and cosmonauts. Was this segment Lester's idea or was this filmed by Donner ?

if that's the case^, i actually like Lester's lines better. becuz how the hell would they know "Earth" ?
plus, i love the part whe Zod is like "We shall rule the Planet Houston". and the newsreporter was like "Earth...Planet Earth."
