A bit of both. The game is pretty insane to begin with and the graphics for the original release were around the PS2. The main character is an FBI agent with multiple personalities and a strange obsession with movies. You first meet him while he chain smokes, messes around on a laptop, talks on a cellphone about how Tom and Jerry have a potential masochistic relationship with each other all while driving down the highway during a thunderstorm.
The game seems more life an actual small town than most high budget games I've seen though. People go places and aren't always in one place, they interact and every named person in the game, of over 30, all have distinct personalities and connections to each other.
It's one of those game you either love or just don't get.
