Well everyone thought he was while he was being wheeled into the back of an ambulance, he just actually wasn't now.

But I agree, Peter would still remember this issue with his 'fake' parents and surely couldn't forgive Harry for this, now he is alive again!

How does this affect his marriage to Liz now? They were still married when he 'died', now that he didn't die, are they still legally married?

well Peter is that sort of type of guy. but once some1 does something bad, they bound to do it again because the thought will stay in their brain. I am sure pete knows that an fully didnt forgive Harry. their relationship isnt what it used to be
