What is the point of the 50 state initiative?

I'm confused- what is the POINT of the 50 state initiative? Is it to have a super hero team in each of America's 50 states(In that case who's Pennsylvania's super team?). Given that state and even federal law enforcement agencies(FBI/DEA) routinely engage in "turf wars", how do we know that the same thing won't happen between heroes from say, Louisiana and Massachusetts. What about Brother Voodoo who lives in New Orleans (like Photon) but is not a US citizen?
"Too many cooks can really spoil the broth" and what if a foreign super team (Excalibur, Omega Flight or the Winter Guard) decides to horn in?

Yes, the point of the 50-State Initiative is to have a superhero or a superhero team in every state. I don't think we've seen Pennsylvania's team yet. For all those technicalities, I imagine SHIELD would have the final word.
 
Actually the Commission on Superhuman Activities has the final word. S.H.I.E.L.D. is trying to build up the C.S.A.'s capabilities to enforce the S.H.R.A. S.H.I.E.L.D. is an international agency, not an American one and they are also helping Canada, Israel, and the United Kingdom develop their registration acts.

As for the teams, not all of them have been developed yet:

As you can see, most heroes right now are either in training or in New York which obviously has to come first. The Great Lakes Champions were already in Wisconsin. Since the President frequently goes to his ranch in Texas, I assume that the government formed the Rangers quickly to defend that state. Do you think that right away there will be instantly 50 superhero teams?
 
Canada doesn't need help developing a registration act. They've had one for years, long before the US.

Which comic established the Commission on Superhuman Activities? I haven't heard of that before.
 
The Commission has been around since at least the 80's. When US Agent first replaced Cap they were the ones behind it.

I know she got booted off of S.H.I.E.L.D. but wouldn't she still be a part of the Initiative?
 
It doesn't seem likely that the Initiative wouldn't fire her for turning against the guy who's basically in charge of everything relating to the SHRA. I doubt She-Hulk would really want to work for the Initiative now that she knows what its leadership did, either.
 
I want to see Jen represent herself in court as a conscientious objector.
 
But she didn't object, she agreed with the SHRA. It's only Tony's actions toward Bruce that have made her remove herself from SHIELD. I don't think she's really against registration now. She's just pissed off.

And I'm sure SHIELD is going to want her do some things against her cousin in the near future. I just thought it'd be fun to see that play out in the courtroom.

Tony's been anticipating Hulk's return and he knows hulk's gonna be pissed. Having a super hero team in each state seems like the perfect defense against a power-house like the hulk.

Yes that's exactly it. Come one guys, u mean to tell me Tony had no idea that Hulk would be back? Sending him away was a way of stalling for time, in order to think of something. Tony knows he'c comin back and he's preparing for it. It makes perfect sense. So i choose neither the chicken nor the egg.
 
i still think a frachise of heroes for hire would do to comply with the iniatative in some states besides marvel is legally barred from naming a superteam "the champions" isn't it?

No he hasn't been anticipating his return. He expected Hulk to be on a planet with no life and there's a good chance that he wanted to kill him.

No way, I don't believe for a second that Tony wanted to kill Banner. I seriously think that Tony sent him away as a temporary solution in order to buy some time and plan things out. Sure he probably expected hulk to stay on that planet for a while but it was only a matter of time before either Banner or hulk would find a way back to earth. I think Tony knew this and therefore he's preparing for it with the Initiative. Remember back in Illuminati? Tony himself predicted basically the whole civil war, so you mean to tell me he didnt forsee this as well?

he was hired to take out wolverine after he was caught during a fight with morbius. He fills a similar role to what deadpool was doing. He refused to kill logan though as logan had saved his life once before :up:

I believe he thinks that he MIGHT come back, and is planning for a Hulk level threat, but doesn't actually assume he's coming back for sure for sure.

So it would probably suprise Tony, but I don't see Tony not planning for something Hulk level seeing how he's got a bunch of Hulk villans running around, and no She Hulk to depend on anymore.

That, and if Tony wanted Hulk dead, he'd have flown him into the sun, Sentry style.
