Man I'd hate to be any obscenely powered superhero/villain. Just trying to control it all the time would be annoying as hell and if you slip up you could kill a bunch of people or destroy everything you own by accident and it could happen again at any time.

Funny thing about Dragon Ball Z is that despite all the craziness and BS about blowing up the universe they have a decent on/off switch for their powers. They can just suppress it to a very low level and keep it there until they need more power.

I don't think they have an on/off switch on their power completely

Pretty much. They have their everyday level that they can lower or increase depending on what they need at the time.
