Not nessecarily a bad thing. Look at the 6 minutes this way. Nolan loves Kubrick and I think this opening made be a bit of a nod to Kubrick's great film The Killing (especially those clown masks). One can assume that the styling of the dialogue is that way as well...if that makes sense.

You are talking about a viewing public who got Arrested Development cancelled from low ratings, because it didn't have a laugh track to let them know when something funny has happened.

And tell me this: What would be the natural thing for a thief to say, after he just got unexpectedly shocked by a vault in a bank which he was not informed is owned by the mob? Nothing?

It doesn't matter what the natural thing to say is, the whole thing is a made up situation. He could just as easily have simply said "WTF?" and left it as a mystery for later. They didn't need to have one of the goons be clued into what was happening so they could explain it to us

Just because some portion of the audience is stupid doesn't mean they have to pander to that element at the expense of others, or would you rather Arrested Development had a laughter track inserted to prevent it from being cancelled? I'm sure the explosions and whatnot are enough to keep them happy

true that, i get more of a comic feel, not very much but just a tiny bit...

what did you not like about their voices?

I LOVED their (especially the goon who got ran over) voices they had a BTAS feel to it. I wonder if Nolan and co hired the actors who played the goons specifically for the sound of their voice.
