No villain has ever haunted or affected Spider-Man's life quite like the Green Goblin.Neither Norman Osborn or Venom ever tried to nuke New York on general principle. Doc Ock did.

Truthfully,I've noticed that all three were at the top spot at one time. It all depends on the time. At the beginning I thought it was Goblin,then Ock,now Venom.
Ock-handed Spidey his first defeat, which humbled him & made him re-think his approach to crime fighting.
Created the Sinister Six, bringing about one of THE toughest physical challenges Spidey has had to date.
Cured Spidey of a life-threatening illness because he couldn't bear the thought of him dying such an anticlimactic death.
Goblin-killing Gwen Stacy was, if I'm not mistaken, the FIRST TIME EVER that a villain invaded a hero's personal life like that.
Has turned Spidey's world upside down numerous times-even making him question the validity of his own existence.
Negated Spider-sense long before the word "symbiote" ever entered our vocabularies.
Venom-what's he done? Why are we so enamored of him? I've been asking this question for over a decade, ever since whatever symbiote spell was cast on me in the early 90's wore off. I'm just not impressed. He seems...unoriginal, among other things. What's he got going for him? He can mimic Spidey's powers. So can Mysterio. And to a lesser extent, Kraven. He can sneak up on Spidey. So can Mysterio AND the Goblin. He knows everything about him. So does the Goblin. He's so much stronger than Spidey and hates him with a fiery passion. Same goes for the Rhino. And Venom's stories have brought out the worst in Spider-Man, while negating everything we love about him. This man learned at the age of 15 that with great power comes great responsibility. His duties came before everything after that-including his own safety. Why, then, has his entire history with Venom been filled with cowardice and compromise? Why does he keep cutting deals with Venom, agreeing to leave him alone, partnering up with him, running & hiding from him instead of FINDING A WAY TO TAKE HIM DOWN?!?!?!?! So what if he's hard to beat? Ock handed his ass to him the day they met. This guy has gone toe-to-toe with Firelord, the Hulk, Morlun, Juggernaut, Wolverine and a slew of others who should have proven too much for him. And he never backed down or gave up. Why would he do so with Venom? It makes no sense whatsoever. Nevermind the fact that Venom's motivation is devoid of logic. You inadvertantly debunked a story that I'd written by hunting down a serial killer. And it's not my fault that I didn't check my facts, it's your fault because you captured the serial killer. Which somehow translates to you being evil & me being innocent. WTF?
Venom provides good, mindless action. Even his defenders seem to acknowledge that his main talent is fighting. But as for character growth and being a cunning foe to Spider-Man? No. That goes to folks like Norman and Otto, who can give a good beating and turn Peter's life upside down, too. Even people like Mysterio and Chameleon can mess with Spidey's personal life. Venom just wants to beat him to death.
I can't get behind situations that made no sense. A fight between Venom & Iron Man should last about 10 seconds-with Stark the clear winner. Against Superman? I read that ridiculous story & if Venom had the strength to hurt Superman he would've killed Spidey a long time ago. That story was badly written (like MOST of the crossovers involving Access) & based largely on Venom's popularity. Venom doesn't have the brains to be the level of threat to Spidey that Ock & Goblin are. And apart from some tough fights, (any of which Spidey could have easily won by slamming two trash can lids together) WHAT HAS VENOM DONE? In all the years he's been in print, what has been his defining moment? Apart from being overused & overexposed. I think I would be more interested in him, again, had I been able to pick up a comic in the 90's without seeing his face. In the long run, I just find him boring. Even Bane has more depth to him than Venom does.The entire superhero hype community can easily be divided into two different categories, Venom-Lovers and Venom-Haters. I am absolutely not getting into another "defend Venom" discussion. I've done it too many times before and I just dont have it in me at the moment. What I will say is that even though different spidey villains may have different advantages over the webhead, Venom has all of them. You can't say with a straight face that anyone of Spider-Man's villains has a chance of beating Venom one on one. He has also gone toe-to-toe with Hulk, Juggernaut, Wolverine, Iron Man, even Superman...and giving them a hell of a fight at that. His symbiote will match his opponents strength when need be. It's the age old story that your toughest opponent is yourself. Venom's abilities, while significantly more powerful, mirror Spider-Man's. I like the point that an earlier poster made...while you wouldnt consider Doomsday to be Superman's arch nemesis, he's the one that had the best chance of taking him down. Spidey himself has said on numerous occasions that Venom is his toughest foe. No, I don't think Venom deserves the top spot when it comes to the title of "Spider-Man arch-nemesis".
