Blackout arrived after Megatron we see him landing on the building after Jazz and Megatron begin their fight.

You can't clearly show someone not doing something! Just because we didn't see him do stuff doesn't mean that he didn't.

But the soldiers and other Autobots were shown to NOT be doing anything, and didnt have any more damage to them than previously, this shows Starscream didnt engage them, it is pretty clear in the movie that he didnt.
