Why doesn't the public reform Arkham, the prisons?

What with them being known for their revolving doors, inept security?

For that matter why isn't there more of a push to have (if they don't have already) and impose the death penalty? Just too controversial or is the state aside from Gotham pretty safe or is the public just really apathetic?
 
If Arkham was not a revolving door, you'd be seeing a lot less stories of Batman facing his most popular villains. That's why.
