Because it's more important to make a point then to charactarize an entire nation appropriately.

I disagree, people expect thier government to protect them (not another country, especially one that may harbour terrorists) which the American government failed to do, just like people expect super hero's to protect them and not place them in danger. When The New Warriors attacked Nitro they were no longer protecting the people they were placing them in danger by being careless and reckless. And rightfully, they should share the blame./quote]


But in the Marvel Universe they're not sharing the blame with Nitro. It's all being put on them.
