Will Penguin Be the Main Villain in The Batman or Birds of Prey?

I seem to be in the minority around here in that I'm not a huge Penguin lover. But if I had to pick him for one or the other movie I'd go with Birds of Prey.

The Penguin was an enemy I'd have loved to see in the Dark Knight trilogy so I'm game for his inclusion in the Batman of the movie itself is good.

I want him in The Batman. People don't seem to take him seriously as a credible threat to Batman, and I simply cannot have that.

Penguin is one of the best in Batman's rogues gallery. He is long overdue a big screen comeback.
