It's a lot more than that. The entire Production company is British. The distributors and financiers are American, but the cast and crew are British on the whole.
It is officially recognised as a British Film, along with the Harry Potters, James Bonds and Tomb Raiders. There aren't many British blockbusters, but Begins is one. Why can't it be accepted? The previous series had its chance, now the Brits have made an effort.
