Not in the context of this thread, no.
Well when the game originally came out in 87 on the Commodore 64 I would think it qualified for it. Back in the day lower-end consumer friendly PCs were in a keyboard that plugged up to televisions.
 
Eh, I at least would interpret the intent of this thread's question as being about "home computers". The Amiga wasn't a PC, in the sense that it wasn't an IBM Compatible system running a Microsoft OS on an Intel-based chip. . . but it absolutely was a home computer.
