The New Yorkers should have been blown to bits by The Green Goblin. The whole New Yorkers to the rescue is what makes Spider-Man's villains seem so damn weak on screen. Did you see any Gotham folks trying to stop The Joker as he was unloading rounds in the street, or New Yorkers helping when Magneto was bending Wolverine's adamantium like Beckham? I mean come on, why wouldn't Green Goblin toss a freakin' bomb at them, isn't that what he's known for? The New Yorkers and New York itself was written horribly in the previous films. Nothing seems real, or believable, and you didn't even need Spidey or a villain as fiction to take believability away.
The sad part is, even when we have Green Goblin tossing a bomb at people (Oscorp associates) they're turned into kooky, clean and shiny CGI bones, like you're watching an episode of Land Of The Lost or Doctor Who. Raimi was too soft with the villains, if you even want to call them villains. Damn near 25 years in the biz before helming Spider-Man, and the director directs these films like an amateur.
