Actors that grew up in Hollywood vs. the rest of the country

Do you tend to view those that grew up in the L.A. area basically being surrounded by the biz their entire life in a different light as opposed to say some girl that grew up in Omaha, but eventually was able to hone her craft enough on her own to become an A-lister? I somewhat view the latter as not having that leg up as the people that grew up in Hollywood did, but either you have the talent or you don't, is what it comes down to.
